Returns a 3rd order exponential delay of the input and computes the in progress pipeline, conserving the input if the delay time changes. Equivalent to the equations:
DELAYP=LV3/DL
pipeline=LV3+LV2+LV1
LV3=INTEG(RT2-DELAYP,DL*IN)
RT2=LV2/DL
LV2=INTEG(RT1-RT2,LV3)
RT1=LV1/DL
LV1=INTEG(input-RT1,LV3)
