Determines whether the Venapp uses European format number (a period separating thousands fields and a comma to denote the decimal) versus American format numbers (a comma separating thousands fields and a period to denote the decimal). This setting changes the behavior of both input and output controls, but does not change the expected format for changes files. Changes file contents must appear in standard scientific notation only (1.45E6 and so on).
