Loads the Dynamic Link Library dllfile. You can load Dynamic Link Libraries in order to have Venapp call your code with the SPECIAL>EXTERNAL function. There are not currently any mechanisms for passing arguments back and forth.
When you load a DLL, any DLL you may have loaded previously in the Venapp will be unloaded.
